Ben is a UK-based consultant on technology and public policy with over 25 years of experience. He is currently the Engagement Director for the Benchmark Initiative on ethics and good practice around location data (including in international development), delivered by Ordnance Survey's Geovation and funded by Omidyar Network.


He is also Associate Director at the UK Connected Places Catapult (UK smart cities innovation organisation), developing the URBAIN network for Artificial Intelligence applications for cities.


Ben worked in the UK Government from 2004 to 2017, playing a leadership role in technology policy. During that time he was: Secretariat of the 2017 Hall-Pesenti Review of Artificial Intelligence; 2014-8 Government policy lead on smart city development; in the team that developed and delivered the national IoT programme IoT UK; delivered controversial changes to copyright law to support data mining for research, and fulfilled the 2011 Hargreaves Review of Intellectual Property in the Digital Age. Ben is based in London.
